在政府工作報告中，因為歷史文化信息、政治經(jīng)濟體制和社會意識形態(tài)與英語國家存在極大的差異，有些詞原本大多數(shù)無對應的英語表達，因此我們要特別留意這些詞該如何翻譯。
1.“三公”
釋義：政府部門人員因公出國（境）經(jīng)費、公務車購置及運行費、公務招待費產生的消費
譯法：spending on official overseas visits, official vehicles, and official hospitality
例句：中央財政要開源節(jié)流，增加特定國有金融機構和央企上繳利潤，一般性支出壓減5%以上、“三公”經(jīng)費再壓減3%左右，長期沉淀資金一律收回。
Profits turned in by designated state-owned financial institutions and enterprises directly under the central government should be increased; general expenditures should be cut by over 5 percent, spending on official overseas visits, official vehicles, and official hospitality should be cut by another 3 percent, and all funds that have long stayed unused will be taken back.
2.“放管服”
釋義：簡政放權、放管結合、優(yōu)化服務的簡稱?！胺拧奔春喺艡?，降低準入門檻。“管”即公正監(jiān)管，促進公平競爭。“服”即高效服務，營造便利環(huán)境。
譯法：delegate power, improve regulation, and upgrade services
例句：要深化“放管服”改革，降低制度性交易成本，下硬功夫打造好發(fā)展軟環(huán)境。
We must push forward with reforms that delegate power, improve regulation, and upgrade services, bring down government-imposed transaction costs, and make every effort to create an enabling environment for development.
3. “非禁即入”
釋義：即凡法律、行政法規(guī)未禁止企業(yè)或個人經(jīng)營的行業(yè)和項目，都允許其經(jīng)營
譯法：entry unless on the list
例句：要進一步縮減市場準入負面清單，推動“非禁即入”普遍落實。
We will further shorten the negative list on market entry and promote across-the-board implementation of the policy of “entry unless on the list”.
4. “攜號轉網(wǎng)”
釋義：攜號轉網(wǎng)，又稱號碼可攜帶，指的是你從一家運營商到另外一家運營商，號碼不變。
譯法：keep their numbers while switching carriers
例句：在全國實行“攜號轉網(wǎng)”，規(guī)范套餐設置，使降費實實在在、消費者明明白白。
Cellphone subscribers nationwide will be able to keep their numbers while switching carriers, and cellphone packages will be regulated to achieve solid fee cuts for all consumers to see.
5.“兩不愁三保障”
釋義：“兩不愁”即不愁吃、不愁穿，“三保障”即義務教育、基本醫(yī)療、住房安全有保障。是國家在易地扶貧搬遷中提出的主要目標。
譯法：the basic living needs of rural poor populations are met and that such people have access to compulsory education, basic medical services, and housing
例句：重點解決實現(xiàn)“兩不愁三保障”面臨的突出問題。
