全面深化改革

改革開放是決定當(dāng)代中國(guó)命運(yùn)的關(guān)鍵舉措。2013年11月9日至12日召開的中共十八屆三中全會(huì)審議通過(guò)并發(fā)布了《中共中央關(guān)于全面深化改 革若干重大問(wèn)題的決定》，提出了“全面深化改革”的新主張，為實(shí)施了三十多年的改革“升 級(jí)”。2013年12月30日，中央全面深化改革領(lǐng)導(dǎo)小組成立。全面深化改革的總目標(biāo)是：完善和發(fā)展中國(guó)特色社會(huì)主義制度，推進(jìn)國(guó)家治理體系和治理能力現(xiàn)代化。它不是推進(jìn)一個(gè)領(lǐng)域改革，也不是推進(jìn)幾個(gè)領(lǐng)域改革，而是涉及經(jīng)濟(jì)、政治、文化、社會(huì)、生態(tài)文明、國(guó)防和軍隊(duì)以及對(duì)外開 放等所有領(lǐng)域改革；它不是單靠某一個(gè)或某幾 個(gè)部門，而是需要協(xié)調(diào)各方。全面深化改革的實(shí)現(xiàn)，需要進(jìn)一步解放思想，緊緊依靠人民，加強(qiáng)和改善黨的領(lǐng)導(dǎo)。在“四個(gè)全面”戰(zhàn)略布局中，全面深化改革是重要?jiǎng)恿Α?/p>

An All-Round In-Depth Reform

The overall goal of our all-round push for further reform is to improve and develop the socialist system with Chinese characteristics and to modernize China’s governance system and capabilities. The reforms will not be restricted to one or a few particular fields, but will involve a wide range of areas, including economic, political, cultural, social, and ecological policies, national defense, the military, and efforts to build a more open society. Success will not materialize with the efforts of one or a few particular departments, but will hinge on the concerted efforts of all sectors. Effective implementation of this new reform agenda entails further freeing our mind, reliance on the people, and strengthened and improved CPC leadership. An all-round push for further reform will be a key driver in the execution of China’s Fourpronged Strategy.
