開放發(fā)展

作為“五大發(fā)展理念”之一，開放發(fā)展注重的是解決中國發(fā)展內(nèi)外聯(lián)動的問題。中國從六個方面對開放發(fā)展進行了部署：完善對外開放戰(zhàn)略布局，形成對外開放新體制，推進“一帶一路”建設，深化內(nèi)地和港澳、大陸和臺灣地區(qū)合作發(fā)展，積極參與全球經(jīng)濟治理，積極承擔國際責任和義務。這顯示出深度融入世界的中國期望以開放發(fā)展實現(xiàn)合作共贏，有效促進中國和世界的共同發(fā)展。

Development for global progress

The fourth component of the conceptual framework for development, development for global progress focuses on interactions between China and the rest of the world.

The following six areas of action are highlighted in the 13th Five-year Plan (2016-2020):

? improving the strategic planning of the process of opening up;

? creating a new mechanism for this purpose;

? promoting the Belt and Road Initiative;

? increasing cooperation between the mainland and Hong Kong, Macao, and Taiwan;

? playing a more active role in global economic governance; and

? taking on greater international responsibilities and obligations.

With closer interactions with the rest of the world, China wishes to effectively promote global progress through cooperation beneficial to all.
